I'm not sure how you define that. A Banco Satander branch can be in Mexico, but it's headquartered in Spain. I guess that we won't be taxing that money order.

The only way you get money from this process is to implement new taxes and regulations, something that will be met with obstinance by Congress and not likely to every come to fruition.
