Pickletopian idiots may think. Every country in the world assess taxes for many things. Assessing a tax on US currency that is being shipped out of the country makes perfect sense to those capable of rational thought.

No one has said anything about confiscating bank accounts. We are talking about assessing a tax on a service. It is done millions of times every day across the US and the world.
