There would be ways to collect taxes only on money orders

If I buy a money order I give my bank the money up front but ultimately that money order has to return to my bank so they can pay the funds. If the bank requesting those funds is in Mexico then you deduct the tax at that time.

People can keep throwing up what ifs but the only way to make sure that the US could not tax the funds is if you avoid US banks and services as you move the funds. In most cases that brings other entities into play that would likely be much more costly or risky. Easier and much safer to just pay the tax.
