every right to tax that currency as it leaves the country. Those are not the same thing no matter how you try to spin it.

Taxation is legal in the US and pretty much everywhere in the world. How a country decides to set up those taxes is up to the citizens of that country. The fact that you do not like this has zero impact on the validity of the statement.
