Because the statistics which prove in the total number of daily police interactions show the number of officers actually involved in force--and much of it justified--is insignificant.

Meanwhile police are targeted in many parts of the country and have to resort to wearing tactical vests for protection and to have the tools at hand needed to do their jobs.
