Let's do this scenario:

This is a fact: Ted Cruz was born in Canada to a Cuban father and American mother.

Question: Is he a US citizen? Did the US government reach out to Canada and force that citizenship on him?

Let's now do a hypothetical:
Ted Cruz was born in Canada to a Cuban father and American mother and they placed him up for adoption at birth. He was adopted by a Canadian family and neither he nor his adopted family knew the identity of his mother.

Question: Is he a US citizen? Did the US government reach out to Canada and force that citizenship on him? HOw does anyone know?

A further hypothetical:
Ted Cruz was born in Canada to a Cuban father and American mother and they placed him up for adoption at birth. He was adopted by a Canadian family and neither he nor his adopted family knew the identity of his mother.

Later in life, he conducts a search and discovers the identity of his birth mother and realizes he is also US citizen.

Question: Does he have to do anything or can he just stroll into the country and have his citizenship without question?
