product A is made by a large number of companies in many different countries. Product A has no tariff into the US market.

POTUS gets mad at Country B who put a tariff on US Made Product C, so POTUS slaps a tariff on Country B's product A coming into the US.

Result:

Consumers keep buying Product A from the other sources, not paying more for them, unless they simply like to pay more for Product A.
