It's detailed early in the video below. The Senators were against it, especially since their constituents were some 98% against it, many quite vehemently so. But Obama twisted arms, calling emergency meetings and warning that they didn't even have time to research it... they needed the money NOW or the world's economy would collapse post haste.
After they stuck their necks out, costing many their jobs, and put the bill on Obama's desk, he ignored it, leaving it unsigned while he decided to go off on a golfing vacation. So much for the urgency of the bailout.
