You have government threatening to loot a company for making its own decisions on the use of its own resources by outsourcing (threatened tariffs), or it can do what the government wants (retain some operations in the US) in exchange for which the company gets tax breaks (contingent on following government plans) not available to other businesses or other companies. This is straight-out Industrial Policy - complete with "tripartite" agreements - and while it's not a big deal in this one case in one state and one company, it foreshadows a return to some of the worst postwar economic policy as practiced in the 1970s.
