as I don't have enough information to make a (comfortable) judgement. I'd need to see the "deal" first. If it was tax breaks, I find nothing objectionable as less taxes is always a good thing in my book. If it was a quid pro quo type situation, I'm not sure how I'd feel about that as I don't think it's up to the gov't to tell private businesses how to run their operations. However, since they're reliant on gov't for $$$...you live by the sword, you die by the sword.
And, no, I'm not implying it was extortion.
