in business, might is used all the time and not unethically.

Using economies of scale, leverage, buying power to your advantage isn't the same as extortion.

I think you're implying this was extortion - an unethical use of implied force in exchange for compliance.

If it was all about future business with the parent company - where does leverage/buying power/acting on behalf of your citizens/running your budget like a business end and extortion begin?
