more or effective education would help, as in HS. Beyond that, and since I believe in holding sane people accountable, its why I've suggested given an addict who won't rehab free drugs, if indigent, until he croaks. If nothing else it eliminates a huge amount of theft to cover drug cost.

Its not the "best" solution but it beats the hell out of what we're doing now.
