people who live in TERROR, could not begin to handle (and will not be able to handle) what happens when their citizenry gets a sniff of greater freedom.

The chinese population is being farmed much like the suppressed upper middle class child who eventually heads off to college and GOES BONKERS.

Alternatively, those kids who already had a chance to experience a hangover and wreck a car are much more likely to handle 'college freedom' more responsibly.

Ability extends from awareness, not unawareness. Every banned thing that is 'too horrible to experience' creates a weakness in those it seeks to protect.
