Questions/thoughts about the heroine epidemic

I was watching the tv show Intervention on AMC and they stated that since 2010 heroine use in the USA has tripled.
During the episode the mom was shooting up right in front of her daughter. It was disgusting. The little one who was probably only 5 years old asked, "Mommy did you miss the vain?" sickening
Anyways, I have an idea to slow down the abuse.
They should make it illegal to purchase syringes or at least make it so that you need a prescription to buy them. This won't prevent use because you can snort heroine, but it might prevent overdoses.
Anyone can go into a Wal-Mart and say they are diabetic and get a box of 100 or more syringes.
Diabetics already have ways to get insulin outside of a syringe, we just need to make it more available to them so that they do not need these syringes.
I was wondering if this could back-fire though and people start saving and sharing more "dirty" needles which could spread more diseases.
I've heard it said that once you inject heroine it is almost impossible to quit. If syringes weren't so easily accessible, I believe overdoses would go down and recovery numbers would go up.
Not to mention needles are used for many other drugs such as shooting crushed pharmaceuticals, cocaine, meth, etc...
