How can all the detox/rehab technology get built unless there is a serious need for it?

So by banning all these 'horrible things', the ultimate mastery of these 'horrible things' is slowed and the effect of these 'horrible things' is maximized.

On the other hand, simply allowing each individual total freedom creates maximum advancement.

You just have to be willing to let them use that freedom however they choose...
