"In the meantime" there are benefits of localized political power versus centralized power.
One of those benefits is that the politicians are more accessible. They live in your neighborhoods, their kids play with your kids.
You have more control/sway over that framework.
It's not the end goal, but it is preferable to an oligarchy of distant, unaffected bureaucrats which you will likely never meet.
