Should the FBI become part of an election? No.

Should the FBI defer an investigation because of an election? Also no.

If a candidate does not wish for an FBI probe to tarnish their campaign there is a simple way to avoid that. Do not engage in activities that would trigger that probe.

Even the most jaded Clintonite has to admit HRC has created a ton of smoke between her e-mail server, assistants who were on the payroll of both state and her foundation at the same time and the special access that may have been provided to big foundation donors. Even if you believe she is innocent in each case you have to admit that the FBI has to investigate these things.

Clinton is responsible for the FBI probes and no one else. The Obama administration is responsible for the timing. If they would not have played politics with the summer investigation this one would have never been necessary.
