Then their representatives went to Philadelphia to represent them in negotiations with representatives of similar governments formed by other communities... and they negotiated a way to band together giving up some rights/sovereignty in exchange for cooperation, mutual protection etc.

It wasn't just 50 guys in a secret cabal making up some government and then enforcing it on everyone in the territory they claimed as their own.
