seem that something has changed in order for him to go against precedent and publicly notify congress that he is reopening HIllary's criminal investigation... 8 days before the election no less.
Or, he felt his arm was being twisted by his bosses, Loretta Lynch & Barack Obama who are both strong supporters of Hillary and finally had pangs of conscience or who had his arm twisted by the FBI rank and file who were starting a mutiny against his selling justice down the river.
