Let's say that today, about 50 people gathered in secret and devised a new form of central government for the current jurisdictional area of the united states. These 50 people reduced that form of central government to writing, then decided that if unelected delegates from 2/3 of each state agreed to the document, then the new central government would be ordained and empowered over the entire jurisdictional area plus any future lands brought under the same central government for the present time and for a few hundred years into the future.
Would you say that is a legitimately formed government? And that their written document is a legitimate governing document?
