and should make it public.

Ideally they should also be able to put the program on something like a non-rewritable CD or DVD so that it could not possibly be tampered with... and let all parties examine the source code and to examine the disks used for any of the machines.

and make sure the machines themselves have no possibility of any other code on them... the DVD could be used to boot it up & run it.
