To think that having the same amount of money given to all states makes sense when the amount of older people are uniformly distributed across states. Yes, flexibility can allow for customized solutions, but what if you're overrun with seniors, such as Georgia and Florida.

To think that won't require more money makes little sense. Or what makes more sense is give states the ability to provide seniors with lower benefits.
