If you want to minimize the cost, then accept that Americans will get less access. If you want to ensure greater access, someone will have to pay for it. Do we want it to be our seniors?

It's about priorities. The reason why Trump is evasive and just attacks the 'solution' is because markets can't solve the 'preexisting condition' problem.
