basic rules of government which where thought to be good, but not thought to be adequate to every situation which might come up. It allowed for a process of updating the tenets of the document. It was created for the time in which it was created, and unable to see into the future far enough to see how it would be twisted and abused. It was written in a time when it was believed that a national government should have minimal activity and most things left to the states. It has been taken out of context and corrupted on a regular basis.
