In our system, we have elections where authority is granted to individuals acting in a certain role or to groups acting not as individuals but as members of a group given a certain role. We also elect representatives to act on our behalf in granting authority to do perform certain acts. And "We the People" are supposed to manage that in how we use the electoral process.
You alone cannot give an individual a legal right or authority to kill someone. However, voters can and do elect individuals to act in a capacity where such decisions are made. That is different from what you appear to be asking. And the Supreme Court has certainly granted individuals authority to kill. But that authority ties back to decisions the electorate made in choosing a president who nominates and a Senate who approves justices.
