I think it should be by congressional district + 2

Currently, each state (except Nebraska, I think?) gives winner take all electoral votes (1 for each congressional district + 2 for senators).

I think the winner of the state should get the 2 votes for the state, then a vote for each district they win.

This will make elections national once again, and not just at Ohio-Penn-Florida-NC affair like it is now. It will also get the candidates out to the more rural areas and not just urban/suburban centers.


It's not going to happen, unfortunately.
