However, substantiating a claim is another issue altogether. That is a fact that has not been proven and will need to be in order to recover damages. What gives it credibility is that there is more than one staffer who believes they were misled.
This is pure speculation, but I'd guess that Lewendowski and/or someone else promised to pay them. However when he or others were let go, the new team will say they never made that promise. While that might be factually true, it certainly can be perceived as questionable ethics, especially if they relied and used their work in the campaign.
