It's the NCAA who has created the rules by which you agreed to play. They are the governing body whose authority you've agreed to accept.
Not telling them you've violated that agreement is a complete lack of accepting responsibility.
Telling yourself you've been bad is accepting responsibility only when it's your own rules/belief system you've violated. When you've agreed to abide by someone else's rules, you need to 'fess up to them when you've done wrong.
