The most rational expansion path for the Big XII is to add Houston and Cincy.
Both are urban schools with enrollments in the mid 40's currently. Both are likely to continue to grow as their urban areas grow. That means more fans, more donors, etc.
Houston locks up Texas for the Big XII in the sense that five of the six major instate programs will be Big XII schools. Texas is a massive TV market and its going to get much bigger, i.e. 50 million plus by 2150 according to some projections. That too big an advertising audience for media advertisers to pass up.
Cincy provides a neighbor for West Virginia. it allows the Big XII to move into the Ohio Valley. It gives the conference a presence on the northern edge of the SEC and southern edge of the B1G.
Are Houston and Cincy currently big name programs? No, but as urban schools they're going to grow, probably far more rapidly than a number of the current Big XII schools. Becoming members of a Power Five conference will give them added resources and prestige.
Is adding Houston and Cincy a "glamour" move? No, but it would be a very good long term move for the Big XII.
