the problem is our law enforcement is set up for two parts.

1. Revenue collectors. Look at where they spend the most time.

2. After crime solving

Law enforcement has not been set up as a security force, except at major events. They are reactionary.

The whole Trump thing is to show force, and clear out areas, basically on a temporary bases (similar to a riot response).
