The issue is not that they are charging the poor with excessive bail it is that the rich are not paying enough.
For a poor person $1000 is much more than they can afford to lose. For the rich that is just a single night out on the town.
IMO bail rates should be set based on the median income for a community and then adjusted based on how that person's income relates to that median. It might be hard to do for those making money off the books but personal property could be used to make a good estimate.
