You really think it would be difficult to build a class? Also, the SCOTUS didnt say the District court was wrong on their decision, just that they can't hand down an injunction that covers more than the plaintiffs (with some exceptions). So the other remedy beyond a class action suit is to bring a separate lawsuit on behalf of every plaintiff affected. Hence, more lawsuits. I'm not saying the SCOTUS was wrong, just that attorneys are going to be very happy.
