If you drop a large section 8 housing building into the middle of a nice suburb, populate it with 3rd world immigrants, and tell the police to stand down........your nice suburb is going to be littered with violent and property crime within a week. While a more extreme and to the point case, this has played out one way or another throughout the globe over the past century.
