Whoever was running things when Biden came over were hell bent to do the opposite of things that are important to Trump and his followers. Immigration is a big one, so they opened the doors.
Double win for them. Stick it to Trump and his followers, and import voters. They ended up over playing their hand on this and other issues and got voted back out.
I don't think Joe Biden ever supported opening the border. I think he legitimately didn't know what was going on, or was told to turn a blind eye. Whoever was running the show very clearly got the message to central and south american countries to flood in numbers and you likely won't be stopped.
