independent organizations, formed by alumni and others (supposedly), pooling funds from donors and businesses to pay players nil. they often work with but not directly for the athletic department.

k-state's has been run by a former wide receiver, now lawyer, curry sexton. i have found this collective thing to be rather shady. our a.d. will never answer directly what the relationship is between the department and the collective, even though we know it has been close.
