exist and have to be home grown. Tech schools steer students to IT-related training. RF is barely covered. The military has some electronics techs, but they are largely board-swappers where spare boards are in ready supply. The bad boards are then sent to a depot (Motorola is sending repairs to a facility in Mexico. Think about it--radios with system keys and encryption keys are being sent to Mexico.)

I doubt the FAA techs are keeping enough battle spares on hand and are making fixes with duct tape and baling wire.
