You do know some states have stop and identify laws? And if LEO has reasonable suspicion then detaining is possible.

ICE is federal and in theory they cannot detain you for not having ID but if they had suspicion you was here illegally then they can. If the teenager lipped off he was illegal then that would be probable cause and then the whole shat storm came down on him.

But if illegal activity happened with the ICE officers they should be prosecuted. And let the court determine their guilt and punishment.
