He did win 3 non-con but against much worse Non-con opponents than the prior season.

CU non-con opponents 2022 = 32 wins
CU non-con opponents 2023 = 15 wins

I guess I would say he only underachieved against expectations. Although that may not be fair but Deion generates those expectations himself.
