They cannot keep up with mutations, of which there were new strains circulating when the vaccine was originally being rolled out along with each update.

The problem is with the marketing. People like Biden saying if you get the vaccine you won’t get infected. Sure, maybe not by that strain, you only have limited protection against the new one circulating.
