of money minus deductions for verified fraud, waste and outright misallocation of monies. These funds would be distributed by the individual states.

Hopefully this would allow more focus on reading, writing and mathematics and less on indoctrination as a basis of education.

A hypothetical to consider: The U.S ranks 40th among other nations. Why not emulate their education systems to see what works best?
