State Depts of Education rather than refunded to citizens directly

for example last year the state of Missouri received 4.6 billion from the feds for education.

if you just took 268 billion/50 (which would be a dumb way to divide it but for the sake of simplicity) it would be 5.36 billion.

also not sure why you did $2.19/day rather than $799.35 a year; which would be a nice refund for everyone if they did decide to actually give it back to citizens directly.
