pay higher. It's a job that is essential to airline safety so the extra cost would be well worth it. The FAA is mostly funded by the Airport and Airway Trust Fund which is funded by the taxes you pay on tickets. It may cost a bit more to fly but I'd appreciate knowing control towers are fully staffed. Of course, the US safety records has been phenomenal over the last 20 year despite the issue. I suspect this disaster had more to do with the configuration of the airport and DC airways than the small margin for error than anything else.
