Jonathan Turley argued for 19 seats. Regional federal circuit courts can have anywhere from 6 to 29 seats. It would reduce the influence of one swing voter. Also, there could be variance in the panels. Say there are 27 justices, but only 11 of them make the decisions, and the justices are drawn by lot publicly. This is done in the supposedly liberal 9th Circuit, and sometimes you get a bank if 3 conservatives. This would also cut down on a lot of the politics and help prevent people like Leonard Leo from buying justices
