that there are a bunch who believe they are useful and will take the buyout but won't be able to get back in. At least not for a while longer (than a year).

I know for a fact there are people who believe they are not expendable, but are depending on how their particular group is organized. It would be best if most simply went back to private business to re-learn how the real world works. It's not real in government. Or education.
