phrase and I can't presume to understand the meanings behind the poorly written words from 150 years ago.
But I would ask another question and that is, who in this country is NOT subject to the jurisdiction of the state and nation in which he or she resides.
To me it's clear. Is it 100% clear with absolute certainty and absolutely no reservations… No. But it's clear enough that if I were on the Supreme Court I would vote that birthright citizenship is granted by the US Constitution.
