"... and subject to the jurisdiction thereof" means?

Something that the idiot and his minions never grasp is that words have meaning. Those words were included for a reason, what was it? If unrestricted birthright citizenship was the goal then it could have been expressed with a simple sentence. If it they wanted to perclude Indian nations and foreign dignitaries that could have been specifically stated. So why did they use the phrasing that they choose?
