More completely, it begins, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
Sooner or later, someone will say that infants born of foreign nationals are not subject to the jurisdiction of the state in which they reside. I don't see how they can successfully argue that.
You're right, this needs to be decided by the courts. And if a constitutional amendment is required to change birthright citizenship, that's fine with me. The law as written, poorly written, is stupid and counterproductive to the success of the United States.
