Many of the Power 5 Universities are going to try to funnel the NIL through the University so that it will satisfy the $20.5 million requirement. They don't want to pay the NIL, and then another $20.5 million on top of that. How it needs to be done, and what is covered by Title 9, will be decided in court. What Biden's DOE say about the topic is irrelevant. Has nothing to do with Biden. Courts will decide everything until a CBA is in place.
