Close up leadership, with at least some in that leadership having had experience in that area. In this case, I do think Hegseth fits in that way.
Quite frankly, if all is done correctly, the need for actual combat situations is severely diminished if the overall philosophy to move to being more defensive (vs offensive) is done.
