does the Chief tell us the level of extra resources that would have changed anything about this event?
She may be correct that the department is understaffed and underfunded. That doesn’t show that additional staff and additional funds would have changed the outcome of this event.
FYI, I’d already read that article and others but wanted to see if you had any evidence that “proper funding” or “proper resources” would have changed the outcome.
